when I try to install the rpms, I get a message stating that everything is installed, when they aren't.

on mandrake 9.1

also any sugestions on what distribution to use: thinking of using slakware or redhat instead.

Hello. There is no reason the toaster should not work on Mandrake.  What happens when you try and start qmail... (qmailctl start)   Is there a /var/qmail directory?  

One possibillity that I see quite often is that you just built the source RPMs and did not actually install them.  Could this be the case?
