can we allow some ip to not be filter by the proxy acl and deny the others?
can anyone give me the way to create this kind of rule?

I founded some examples:

iptables -I INPUT -s <ip address> -j DROP
iptables -I INPUT -s <ip address> -j accept

Port examples
iptables -IINPUT -p tcp --dport 22 -j ACCEPT
iptables -I INPUT -p udp --dport 22 -j ACCEPT

Or you can use some GUI tool to create your custom rules

1) guarddog --> http://www.simonzone.com/software/guarddog/
2) Firestarter -->  http://www.fs-security.com/
